I am Kevin Cartledge, the founder and principal of KDC Legal. For over 12 years, I worked for Brisbane City Council where I represented the Council on matters under the AMCDA, provided advice on compliance and enforcement matters, worked directly with compliance officers to ensure their processes and decision making were lawful and appropriate and I have trained officers on their processes and decision making.
I appeared on behalf of Council as solicitor advocate in QCAT reviews and appeals against decision about regulated dogs, including in the QCAT Appeals Tribunal in some of the leading decisions that now guide how QCAT approaches dangerous and menacing dog reviews.
I also worked directly with compliance and enforcement officers, helping shape their processes, advising on evidence, and ensuring decisions were made lawfully and fairly. That experience means I know:
